Introduction to Taiwan News Media     

Taiwan, officially known as the Republic of China (ROC) is an island state located in East Asia on the Chinese coast. Taiwan which was once an integral part of the Chinese mainland has remained an independent state with an autonomous government since 1949.

The political situation of Taiwan and its sovereignty has been a matter on which the countries across the globe have different opinions on, especially the People’s Republic of China. The People’s Republic of China claims Taiwan to be an integral part of the Chinese mainland.

Being ruled by a democratically elected government, Taiwan gives immense importance to the fundamental rights of citizens. It is in fact one of the freest media environments in the entire Asian continent. Taiwan media greatly remains free from any government interference, surveillance or censoring.  Owing to these reasons Taiwan has secured the 43rd position among 180 countries and territories in the 2020 global press freedom index. Whereas, china stands at the 177th position.

The media history of Taiwan dates back to the period when Taiwan and the present day china were under the rule of Japanese Empire (1895 to 1945). In fact, not just the development of media even the economic and cultural development can be traced back to that period.

With the surrender of the Japanese in 1945 following WW2, they withdrew from china and the events that unfolded led to what is generally referred to the Chinese Communist Revolution (1945 to 1949). The civil war led to the communists gaining control over mainland China while the leadership of the KMT, Nationalist Party were forced to retreat to the Island of Taiwan.

Under the leadership of then-President Chiang Kai-shek of the KMT, Nationalist Party, Taiwan entered a Martial Law era between 1949 to 1987. During this period, freedom of the press was suppressed and the mainstream media were primarily used to popularise the ideologies of the KMT, Nationalist Party.

It was during this Martial law era, the Nationalist Party of Taiwan promulgated the Enforcement Rules for the Publications Act in 1952. This act banned the establishment of new media houses including newspapers and magazines. But this act failed in suppressing the voices of those who were against the martial law and the Autocratic rule. Which led to the government resort to alternative measures to suppress the voices and ideologies of the opposition.

Criminal charges were pressed against journalists who raised their voice against the Nationalist Party of Taiwan. The newspapers and alternative media houses began propagating the idea of democracy and the need for movements to push for a democratic government in Taiwan. Most of these media houses that spoke for the politically marginalised and for those whose plight and voices were not covered by the government controlled media houses.

With the lift of the Martial Law after 38 years, the Enforcement Rules for the Publications Act in 1952 was scrapped. The democratically elected government pushed forward many laws and policies that could bring about Freedom of Press in Taiwan. One such major reform was the new Radio and Television Broadcasting Law, which required the government, political parties and the Army to give up their shares in the electronic media shareholding by 26 December 2005.

Owing to these reforms, the Taiwan media has largely remained apolitical and unbiased. But recently China has begun gaining control over many mainstream media platforms and media houses in Taiwan. Many of Taiwan’s media houses and their outlets are being bought by the Pro-China media tycoons.

As of 2020, many electronic and traditional media houses have a close relationship with the Chinese Communist Party. And some are even found propagating Pro-Chinese ideologies.

Since its inception, Liberty Times has had a Pro-Independence political stance and has remained a vocalist of the Democratic Progressive Party (DPP) of Taiwan.

United Daily News is a popular daily newspaper in the Chinese language that is circulated in Taiwan. The newspaper was first founded in the year 1951 and it first entered circulation on September 16th the same year. United Daily News is one among the oldest newspapers in Taiwan that is still in circulation.  Though United Daily News entered circulation in 1951, it began gaining popularity in 1953 when the three newspapers viz; Popular Daily, National and the Economic Times merged into United Daily News.

Epoch Times is a Chinese international daily, that is based out of the USA. The newspaper was founded in the year 2000 and first entered circulation in May. Epoch Times was founded by Mr. John Tang and some Chinese Americans as a response to the excessive media censorship done by the communist government in China. The founders who are known for their anti-communist stance also had an aim of creating Epoch Times into a free and independent media organization. An organization that could provide its global readers access to credible and uncensored information.

Within 3 years after launching, Epoch Times became the largest newspaper and news portal in the Chinese language outside mainland China. In 2003 Epoch Times expanded its global footprint by circulating the newspaper outside the USA into Canada, Australia, New Zealand, Japan, Indonesia, Taiwan, Hong Kong, and the major Western European countries.

Since its inception, Epoch Times is known for its anti-communist stance and their allegiance to right-wing ideologies and politicians. Owing to which Epoch Times has been known for their anti-China rhetoric. They are also known for propagating conspiracy theories and misinformation as a part of spreading the propaganda of right-wing parties and their ideologies.

Apple Daily is a daily newspaper in Taiwan that is published in the Chinese language. The newspaper is owned by Next Digital Limited, which is the largest listed media company in Taiwan. Apple Daily was first launched in 2003 and it first hit the newsstands on 2nd May. Within years after launch, Apple daily became popular in Taiwan and its circulation increased. The newspaper holds a unique record of being the only newspaper in Taiwan that was published 365 days a year.

Owing to greater internet penetration in Taiwan and the high demand for digital newspapers, Apple daily became an online newspaper on 4th April 2019.

China Times is a daily newspaper in the Chinese language, that is printed and published out of Taiwan. The newspaper is owned by the ‘Want Want China Times Group’ and was founded in the year 1950. Making it one of the oldest and largest newspapers in Taiwan.

China Times first hit the newsstands on 1st February 1950 under the name Credit News. The name was again changed to Credit Newspaper from Credit News in the year 1960. When it was first launched in 1960, China Times was solely focused on the price indices. It was in the year 1960 that china times resorted to reporting other news.

The newspaper was finally renamed to China times on September 1st 1968 and colour print was introduced. It is interesting to note that China Times was the first newspaper in Asia to introduce colour print. In the year 2008, the newspaper was taken over by the Want Want holdings limited.

Want Want Holdings is owned by the Pro-Chinese business tycoon Tsai Eng-Meng. Owing to which China Times has an editorial policy that is pro-Chinese. China Post is a popular online news portal in Taiwan that was once a popular English daily newspaper in Taiwan. The newspaper was founded in the year 1952 by Mr. and Mrs. Y. P. Huang. It was the first English newspaper in Taiwan. Within a few years, after it was first launched, China post had an exponential growth in circulation and coverage owing to which they did an enormous global expansion.

At one point in time, China Post was being airmailed to countries in Asia, Europe and America to cater to the overseas citizens of Taiwan. The newspaper has become so popular that according to the publishers they had a circulation of about 400,000 copies per day. The newspaper was founded In the year 1949 and it first entered circulation the same year on 6th June. Taiwan was a country which was once under the tight grip of martial law and the Taiwan media was tightly controlled. Following the revoking of martial law that had suppressed the media industry for ages, press freedom began resurfacing.  30 years down the lane, Taiwan has become the beacon for press freedom in the Asian continent. As per the 2015 World Press Freedom Index, Taiwan ranks 43rd out of 180 countries.

The years since the revoking of the martial in 1987 law saw the rapid proliferation of media houses. There were only 31 newspapers in circulation before 1987 and the years that followed saw the sprouting up of many news media houses. As of 2020, there are about 2000 newspaper, 4,400 magazines, and around 277 TV channels in Taiwan.                        

A major challenge faced by the large number of newspapers in Taiwan is the drop in circulation. Internet penetration in Taiwan was at 18% in 2000 and it increased to 79% in 2015. Owing to which the demand for digital news media increased which led to the drop in circulation of most newspapers. The leading media houses are improving their online portals and some have even begun takin baby steps into the world of mobile applications.

Another serious threat that is looming over Taiwan is the bias of media towards the Pro-China Kuomintang (KMT) or the Democratic Progressive Party (DPP) that has a pro-independence stance. Owing to which there have been instances of politically biased reporting.

There has been an increase in the Chinese investment in the media industry of Taiwan. With the Chinese investment on the largest newspaper Apple Daily in Taiwan, Chinese consortiums will control around 50% of media in Taiwan which is a matter a concern.
